Parts of Metro Manila went under several feet of water on Saturday after heavy rains lashed the capital overnight, forcing more than 400 people to flee their homes, officials said.
Typhoon Karen strengthened a bit as it moved northwest, while a new potential cyclone was spotted off Zambales, the state weather bureau said Thursday.
Tropical storm Karen has further intensified as it moved northwest Wednesday, the state weather bureau said.
