MANILA, Philippines—Senators Juan Ponce Enrile, Ramon Revilla Jr., and Jose “Jinggoy” Estrada allegedly received around P100 million each in commissions, according to the unsigned draft affidavit of Janet Lim Napoles that former Senator Panfilo Lacson submitted to the Senate Tuesday.
The draft affidavit dated March 12, 2014 cited all the Special Allotment Release Orders (SAROs) from 2007 to 2009 where the three senators, some of their staff members, heads of implementing agencies, and congressmen, got commissions.

Aside from the three senators, Ruby Tuason had received P29 million in commissions while Alexis Sevidal of the National Livelihood Development Center (NLDC) received also around P29 million.
One staff member of Revilla, Lawyer Richard Cambe, had also received around P13.7 million in commissions while Pauline Labayen, deputy chief of staff of Estrada, received P5.8 million.
Two officials of the National Agribusiness Corporation (NABCOR), Allan Javellana and Rhoda Mendoza, got P13.2 million and P6.6 million, respectively.
Technology Resource Center (TRC) Director General Dennis Cunanan got P1.44 million while former TRC chief Antonio Ortiz got P2.88 million.
Congressman Samuel Dangwa had also received P4,275,000 in commission based on Saro # ROCS-09-01612 dated March 17, 2009 while his staff Carlos Lozada got P427,500.
Congressman Rodolfo Plaza got a total of P7.5 million in commissions according the Saros cited in the draft affidavit:

Congressman Constantino Jaraula got P5 million as commission based on Saro # ROCS-07-00580 Jan 12, 2007.
In the draft affidavit of Napoles, she said that she gave the information regarding the commissions of the listed persons because they already have cases against them.
“My affidavit covers only the above-mentioned persons in the meantime, due to the fact that there are already pending cases against them, but I am willing to testify about other persons whom I have transacted with if and when the corresponding cases will be filed against them,” the draft affidavit read.
