Water concessionaires told: Ensure steady supply amid 'below normal levels' in dams

MANILA, Philippines — Senator Grace Poe has asked major water concessionaires to ensure continuous water supply in Metro Manila and nearby provinces as the water level in some dams remains below normal.

Poe, chair of the Senate committee on public services, said Friday that Maynilad Water Services and Manila Water Co. Inc. are obliged to deliver clean, quality, and reliable water services to their consumers.

In 2021, the senator sponsored the two firms’ bid for franchise renewal.

“Having waterless days amid the rains shouldn’t be the norm. Consumers should never bear the brunt of concessionaires’ inability to store sufficient volumes of water to meet reasonable demands,” Poe said in a statement.

“Residents don’t deserve to live miserably, as their taps run dry for reasons that can be duly managed in the first place,” she added.

Data from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) showed that water levels in Angat, Ito, and Ambuklao dams remain below normal as of June 3 despite the recent rainy weather.

The water level at Angat Dam on June 3 was 188.61 meters, which is lower than the normal high water level of 210 meters. The Angat Dam in Norzagaray, Bulacan, is Metro Manila’s main source of water.

In light of this, Poe said the two water companies must ensure that service interruptions will be minimal and that mechanisms are in place for consumer complaints and stakeholder consultations.

“Water interruptions affect not only households, but also struggling businesses that are just beginning to recover from the lockdowns. A few hours without water could be disruptive,” she said.

Further, Poe said the government and water concessionaires must also develop concrete backup supply sources.

“Water firms are expected to address recurring strains in their capacity to deliver water to our people,” the senator said.

“Consumers who strive hard to set aside hard-earned sums to pay for their water bills should also get their fair share of clean water flowing without interruption,” she added.
