PNP to dismiss ‘drunk’ cop who killed 52-yr-old woman in QC
MANILA, Philippines — The Philippine National Police (PNP) on Wednesday announced that its Internal Affairs Service (IAS) has recommended the dismissal of the “drunk” police officer who killed a 52-year-old woman in Quezon City.
Hensie Zinampan, a police master sergeant who killed 52-year-old Lilybeth Valdez in Quezon City after a feud with the victim’s kids, will be terminated from service, the PNP said.

In a statement, PNP chief Gen. Guillermo Eleazar said that he would uphold the IAS’s recommendation. However, he has not yet received the resolution.
He explained that the resolution must first be reviewed by the Discipline, Law and Order Division (DLOD), which is under the Directorate for Personnel Records and Management (DPRM).
Article continues after this advertisement“It is the DLOD, DPRM which is mandated to review, and draft the decision, on all IAS recommendations before they are forwarded to the Office of the Chief PNP for approval,” said Eleazar.
Article continues after this advertisement“I have already directed the DPRM to expedite the review and drafting of the decision on the case of PMS Zinampan. But just what I stated before, I will uphold whatever the recommendation of the IAS with regard to this case,” he added.
The PNP earlier announced on June 3 that administrative charges have been filed against Zinampan for grave misconduct following the filing of a murder case against him by the Quezon City Police District on June 2.

According to a police report, Valdez was purchasing at a neighborhood store when Zinampan appeared and confronted her.

After a heated argument, Zinampan shot the victim at the right side of the neck and killed her.
