Cop who killed woman in QC charged administratively

MANILA, Philippines — The police officer who shot and killed his 52-year-old female neighbor in Quezon City has been administratively charged with grave misconduct, Philippine National Police (PNP) chief Gen. Guillermo Eleazar said on Thursday.

Eleazar said Police Security and Protection Group Master Sergeant Hensie Zinampan opted not to submit a counter affidavit, expediting the pre-charge investigation for his case.

A murder case was also filed against Zinampan on Wednesday.

“In the case of the administrative investigation, basically the pre-charge investigation has been concluded the other day dahil nagwaive na magsubmit ng counter affidavit itong suspect natin (the suspect did not submit a counter affidavit), so formally he was charged already for grave misconduct,” Eleazar said  when interviewed on ABS-CBN News Channel.

Eleazar said that Atty. Alfegar Triambulo, the Inspector General of the PNP Internal Affairs Service (IAS)  told him that the investigation for Zinampan’s administrative case may take at least three weeks to one month.

Zinampan was shown on a viral video confronting and shooting Lilybeth Valdez point blank in Barangay Greater Fairview on Monday night.

Investigators said he was drunk during the incident.
