Drunk cop who shot woman dead in QC faces murder raps
MANILA, Philippines — The policeman who claimed he was drunk when he shot dead a 52-year-old woman in Quezon City blamed pent-up rage as the cause of the crime, as the Quezon City Police District (QCPD) filed a case of murder against him on Wednesday afternoon.
According to QCPD Public Information Office, Police Security and Protection Group Police Master Sergeant Hensie Zinampan underwent an inquest proceeding for the killing of Lilybeth Valdez, who was shot dead by the suspect around 9:30 p.m. in Barangay Greater Fairview, Quezon City.
An inquest is a summary proceeding where the suspect is being informed of his offense and the evidence against him. A suspect undergoes an inquest proceeding if he was arrested without a warrant. In this case, Zinampan was immediately arrested after killing the victim due to witnesses’ identification and a video that went viral on social media.
In an interview over TeleRadyo, the policeman admitted that he was drunk during the incident.
Zinampan blamed the murder on previous feud that built up inside of him, explaining that he had been previously beaten up by two of the victim’s sons prior to the incident.

Zinampan said that he even filed a police blotter against the victim’s two sons.
Meanwhile, Valdez’s daughter-in-law, confirmed that Zinampan had an altercation with the suspect, however, she said that this is not enough reason for Zinampan to kill Valdez.
“Bilang pulis sana po, isipin niyo po muna pa-kalibo libong beses na hindi kayo papatay ng isang inosenteng tao,” one of the the victim’s relatives said.

According to a police report, Valdez was making a purchase at a neighborhood store when Zinampan appeared and confronted her.
Zinampan then ended up killing the victim after a heated argument, shooting the victim right at the side of her neck.
On Tuesday, June 1, Philippine National Police chief Gen. Guillermo Eleazar said that the police will file murder and administrative charges against Zinampan.
Zinampan is currently detained at the QCPD’s Criminal Investigation and Detection Unit.
