Opposition lawmakers in the House of Representatives on Wednesday filed a resolution calling for the recall of President Rodrigo Duterte’s order voiding the amnesty granted to his critic, Sen. Antonio Trillanes IV.
House Resolution No. 2155 also asking the chamber to denounce the “baseless, unlawful and improvident” revocation the amnesty.

The resolution was signed by Albay 1st District Rep. Edcel Lagman, Magdalo Rep. Gary Alejano, Akbayan Rep. Tom Villarin, Ifugao Rep. Teddy Baguilat, Northern Samar 1st District Rep. Raul Daza, and Capiz 1st District Rep. Emmanuel Billones.
In filing the resolution, the lawmakers said the revocation of the amnesty was “unwarranted and unlawful because an amnesty is final, absolute and irrevocable.”
They also pointed out that the President would need the approval of Congress he amnesty could be voided.

The President earlier issued Proclamation No. 572 ordering ordered the arrest of Trillanes, claiming that the former Navy officer, who staged mutinies in 2003 and 2007 against then-President Gloria Macapagal-Arroyo, had not applied for amnesty and had not admitted his guilt.

Trillanes contradicted the proclamation by showing an actual video of his amnesty filing and the court documents showing that the cases against them had been dismissed.
