Ex-village chief, brother arrested for murder of political rival in Cagayan
MANILA, Philippines–A former barangay (village) chairman and his brother, a former policeman, were arrested on Monday for the murder of a man in Cagayan province in 2012 reportedly motivated by political rivalry.
Alvin Dalluay and his brother, Allan, were apprehended in Manila by operatives of the Criminal Investigation and Detection Group’s Detection and Special Operations Unit.
Alvin is a former chairman of Barangay Centro, Abulog, in Cagayan, while Allan used to be a policeman with the rank of Police Officer 3.
CIDG Director Benjamin Magalong said the Dalluay brothers were tagged in the shooting of Narding Carrao and wounding of Florian Bugaring in October 2012.
Judge Oscar Saldivar of the Regional Trial Court Branches 33 and 34 in Ballesteros, Cagayan, issued arrest warrants for murder and frustrated murder against the Dalluay brothers.
Magalong said the shooting was reportedly motivated by political rivalry for the barangay chairmanship.
Article continues after this advertisementThe bad blood between the suspects and their victims began in September 2011 when Carrao and Allan had a heated argument, after which Carrao and Bugaring’s house were strafed.
Article continues after this advertisementOn Oct. 28, 2012, the victims were shot at the parking area of the Laz-bon cockpit arena in Sta. Filomena, Abulog, with witnesses pointing to the brothers as the attackers.
Bugaring survived the attack but Carrao was killed, Magalong said.
The CIDG added that Allan and Alvin were listed as the No. 1 and No. 2 most wanted persons in Abulog, Cagayan.
