Lubang town imposes no-sail policy amid rough sea conditions

Calapan City, Oriental Mindoro — The Municipal Disaster Risk Reduction and Management Council (MDRRMC) of Lubang has ordered the implementation of a no-sail policy from Wednesday to Friday due to rough sea conditions caused by the southwest monsoon or Habagat.
In Memorandum No. 010, Series of 2026, signed by Mayor Michael L. Orayani, who also serves as MDRRMC chairperson, all types of sea vessels are prohibited from venturing into the sea until further notice as strong winds and high waves continue to threaten the safety of sea travelers, fisherfolk, and vessel operators.

The municipal government said the measure aims to prevent maritime accidents and ensure public safety amid unfavorable weather and sea conditions associated with the prevailing southwest monsoon.
PAGASA officially declared the start of the Habagat season on May 30, 2026.
Under the directive, the Philippine Coast Guard (PCG), the MDRRMO, and Barangay Disaster Risk Reduction and Management Committees (BDRRMCs) were instructed to monitor and enforce the policy strictly.
Coastal barangays were also directed to disseminate the advisory and ensure compliance among residents and fisherfolk.
Violators of the no-sail policy may face sanctions in accordance with existing local ordinances, the memorandum stated.
Local authorities said updates on the lifting of the policy will be announced once sea conditions are deemed safe.
Lubang is among the areas in Occidental Mindoro that have previously implemented sailing restrictions during periods of rough seas brought about by monsoon conditions and other weather disturbances.
The MDRRMC urged residents, particularly fisherfolk and sea travelers, to heed the advisory and monitor official weather and maritime safety updates. /coa
