Outstanding cops to get as much as P30,000 performance-based bonus

MANILA, Philippine—Monetary rewards as much as P30,000 await policemen who excelled at work as the Philippine National Police is set to release their performance-based bonuses (PBB) on Jan. 6, 2015.

PNP spokesperson Chief Superintendent Wilben Mayor said policemen and police units are graded based on the quality of their performance; whether they did “good, better or best.”

Since the bonus depends on the performance evaluation of each unit and policeman, Mayor said the bonus will vary in amount.

“It depends. Other policemen get P5,000 bonus while some receive as high as P30,000,” Mayor told reporters on Tuesday.

The Department of Budget and Management allotted P1.3 billion for the PBB of the 150,000-strong PNP for year 2013.

Cops will receive their bonuses through their ATM payroll accounts. Some personnel who are not yet enrolled in the ATM payroll system will receive their PBB through Continuous Form Checks drawn from the PNP account with the state-owned Land Bank of the Philippines.

But Police Director Rolando Puruganan, PNP Director for Comptrollership, said that there were delays in the issuance of the PBB due to series of bank holidays.

“(Also cause of the delay was) the tedious process of evaluation and review to ensure that the right amount goes to the right person as determined by the Individual Performance Rating of every PNP member,” Puruganan added.

Puruganan said that aside from the PBB, the DBM also disbursed P750 million for the PNP for its personnel’s Performance Enhancement Incentive (PEI).

Each policeman will receive a fixed amount of P5,000 as their incentive.

The police official said the PEI had been released through the individual ATM accounts of PNP personnel.

The incentive had also been incorporated in their salary and allowances for the period December 15-30, 2014.

In November, the PNP Directorate for Comptrollership released Php1.8-billion funds to pay for the yearend bonus of PNP personnel through the PNP Finance Service and subsequently credited to the individual ATM payroll accounts of active-duty PNP uniformed and non-uniformed personnel.

“All in all, each policeman the whole year got P5,000 PEI, PBB and of course their 13th month pay separately issued on May and June,” Mayor said.
