MANILA, Philippines—Former senator Panfilo Lacson, the newly appointed “rehabilitation czar,” on Monday warned that those who will misuse funds for rehabilitation of typhoon damaged areas will face his wrath.
During the “Kapihan sa Diamond Hotel,” Lacson said every centavo intended for the rehabilitation should go where it is intended.
“Our target is a zero waste fund,” Lacson said noting that with the destruction caused by typhoon Yolanda, every help, every donation, in cash or in kind must be given to the victims.
“We have to observe transparency,” Lacson told reporters Monday.
“Makikipag-away ako dito kung may makita akong maling paggamit ng pondo. Lalabas ang pagiging basagulero ko,” Lacson warned.
(I will be ready for a fight if I see that funds are being used improperly. My belligerent nature will come into play.)
“Kailangan ng kamay na bakal para sa matigas na ulo,” he said.
(The hard headed will be dealt with an iron fist.)
Lacson said there has to be a balance between being dictatorial and consultative. He said close coordination among the local, national government and the private sector is needed.
Lacson added that they will also look into reports that foreign donations are being replaced by low quality items and supplies.
There are a total of P40.9-billion fund in the 2013 General Appropriations Act. The Senate already passed a P14.5 billion supplemental budget. Aside from that, there are already billions of donations from other countries.
