Sandigan orders arrest of ex-PNP chief, 32 others over P358M scam

MANILA, Philippines —The Sandiganbayan on Wednesday issued a warrant for the arrest of former Philippine National Police chief Avelino Razon Jr. on graft and malversation charges, Radyo Inquirer 990AM reported.

The Sandiganbayan Fourth Division ordered the arrest without bail of Razon and 32 others allegedly involved in the fictitious repair and maintenance of light armored vehicles worth P358.48 million in 2007.

In July, the Office of the Ombudsman asked the Sandiganbayan to have Razon and other officials arrested after “gross violations” were found in the awarding of the contract for the repair and refurbishment of 28 V-150 light armored vehicles used by the PNP’s Special Action Force and Regional Safety Battalions.
Among those charged by the Ombudsman were former PNP comptrollers Eliseo de la Paz and Geary L. Barias; former PNP National Headquarters-Bids and Awards Committee chair Reynaldo P. Varilla and vice chair Charlemagne S. Alejandrino; former Logistics Support Service (LSS) Director Teodorico R. Lapuz IV; police officials Victor G. Agarcio, Emmanuel Ojeda and Reuel Leverne B. Labrado; Superintendents Rainier A. Espina; Warlito T. Tubon, Henry Y. Duque, Edgar B. Paatan; Josefina B. Dumanew; Analee R. Forro; Victor M. Puddao and Alfredo M. Laviña.

Also charged were PNP employees Victor G. Agarcio, Emmanuel Ojeda and Reuel Leverne B. Labrado; Superintendents Rainier A. Espina; Warlito T. Tubon, Henry Y. Duque, Edgar B. Paatan; Josefina B. Dumanew; Analee R. Forro; Victor M. Puddao and Alfredo M. Laviña.

Criminal charges were also brought against those working with the suppliers: Artemio B. Zuñiga, Gigie Marpa, Marianne Jimenez, Oscar Madamba, Carmencita Salvador, Rasita Zaballero, Harold and Tyrone Ong, Pamela Pensotes and Evangeline Bais. With Donna Dominguez, Radyo Inquirer 990AM
