‘Traffic enforcer’ hurt resisting arrest for extortion

MANILA, Philippines— One of three alleged traffic enforcers carrying out extortion activities in Cavite was wounded when he tried to resist arrest Thursday night , police said Friday.

Chief Superintendent Benito Estipona, Calabarzon regional director, identified the suspects as Michael Raba, Michael Manabat, and Gregorio Lucing.

He said the suspects were flagging down public utility jeepneys and buses along Aguinaldo Highway in Imus City, Cavite and were engaging in “mulcting and extortion.”

When the three were being arrested around 8:40 p.m. Thursday, Estipona said, Lucing grappled with one of the lawmen for his gun, which accidentally went off, wounding the suspect on his shoulder.

Lucing was rushed to the Medical Center Imus, while Raba and Manabat were placed under police custody.

A booklet of ordinance violation receipt was recovered from the suspects, Estipona said.
