MANILA, Philippines — The voter turnout in the special election for the representative of Cavite’s seventh legislative district will likely not exceed 60 percent, according to the Commission on Elections (Comelec).

“Based on our experience at the Comelec, the voter turnout is not that high during special elections and plebiscites,” Comelec Chair George Garcia said on Sunday.

“We would be lucky if we reach 60 percent to 70 percent at most in voter turnout,” he continued.
