Chinese man, aide nabbed for allegedly stalking potential kidnap victims in Pampanga

MANILA, Philippines – Police have arrested a Chinese national and his Filipina companion in Clark Freeport Zone in Mabalacat City, Pampanga for allegedly surveilling possible kidnap victims in the area.
Xiong Gang, 35, and his Filipina companion Nete Joy Gallerno Juanico, 28, were in a blue sedan when they were intercepted by Clark Development Corporation (CDC) police for acting suspiciously last Thursday, Acting Director of the Criminal Investigation and Detection Police Group Brig. Gen. Ronald Lee said.
When the CDC officers noticed a pistol grip next to the driver’s seat, they reportedly asked the suspects to roll down the window, Lee said.
Police inspecting the vehicle found a loaded 9mm Daewoo pistol with a silencer, a black air-soft pistol, and handcuffs. The CDC held the car and contacted the CIDG Field Unit and the Mabalacat City Police Station to make the arrest.
“Swift action by local police resulted in the arrest of a Chinese national and a Filipina while allegedly conducting casing and surveillance of possible kidnap victims inside Clark Freeport Zone in Mabalacat City, Pampanga on the wee hours of Thursday,” said the Philippine National Police (PNP).
The arrest comes in light of enhanced police operations against kidnappings and other crimes related to Philippine Offshore Gaming Operations (Pogo).

“This is a clear case of police working effectively with the community. Ito ang resulta kung tulong-tulong tayo. (This is the result when we help one another.) We can actively hinder criminals from pursuing their victims if we consistently display alertness,” said PNP Chief Gen. Rodolfo Azurin Jr.
