Tulfo wants to look into NEA memo for not ‘making sense’
MANILA, Philippines — Senator Raffy Tulfo wants to look into a memorandum of the National Electrification Administration (NEA), noting that it “does not make sense.”
Tulfo is pertaining to NEA Memorandum No. 2017-035, which says that no electric cooperative will have a general manager without undergoing the process of NEA, such as intelligence quotient and emotional quotient tests.
“Siguro kung ano ‘yung mga (Maybe the) memorandum order, I have to look into that, I will change that. It has to be changed,” said Tulfo during the Senate committee on energy hearing on Wednesday.
“I don’t see reason bakit ‘yan ay patuloy na mamamayagpag. It doesn’t make any sense. Wala pong common sense diyan po sa pinagsasabi ninyo. ‘Yan pong memorandum na ‘yan, wala pong common sense, I’m sorry. For me, it doesn’t make sense, for the nth time,” he added, talking to NEA Deputy Administrator for Legal Services Atty. Rossan Rosero-Lee.

Article continues after this advertisementRosero-Lee invoked the memorandum as the basis for appointing a new general manager (GM), Ana Maria Paz Rafael, for the Benguet Electric Cooperative (Beneco).
Article continues after this advertisementMeanwhile, the Beneco board, the majority of which backed assistant GM Melchor Licoben, rejected the appointment of Rafael.
Rafael, a former official of the Presidential Communications Operations Office, earlier asserted that her appointment was not a political act.
On the other hand, Senator Ronald dela Rosa commented that the memorandum seemed like micro-managing.
“‘Yung memorandum circular ng NEA na ‘yun ay sa tingin ko ay masyadong micro-managing the electric cooperatives ‘pag ganu’n na sila pa dito sa taas ang pipili kung sinong magiging GM du’n sa baba,” he lamented.
(For me, NEA’s memorandum circular is micro-managing the electric cooperatives if they, who are in higher positions, will choose who will be the GM in cooperatives.)
