Isko scolds kin of old woman abandoned under bridge

MANILA, Philippines — An angry but composed Manila Mayor Francisco “Isko Moreno” Domagoso on Friday confronted a man and his accomplice who were arrested for abandoning a sickly old woman under a Manila bridge on Sept. 2. In a meeting at the Manila City Hall, Isko chastised Ephraim Tan-Yap, 51, and Emerita Decilio, 60, for leaving the former’s aunt Fulgencia Tan, 76, alone under the MacArthur bridge in Sta. Cruz, Manila, last Sept.2. Decilio was tasked by Tan-Yap to facilitate Tan’s transfer to the Missionary of Charity, after obtaining a certificate from the barangay that he was abandoning the woman. After seeing the viral post of a netizen, Christian Enchaw, the city’s social welfare officer, rescued the woman from the tunnel on Tuesday. A closed circuit television footage showed Dalicio and the driver dumping the old woman in the area. —Jodee A. Agoncillo
