MANILA, Philippines — The National Plebiscite Board of Canvassers has rescheduled the canvassing of votes for the BOL plebiscite on Thursday afternoon.
This developed as the Commission on Elections (Comelec) said it expects to receive the first certificate of canvas from Mindanao on Wednesday afternoon.
“The National Plebiscite Board of Canvassers wish to announce that it would be resuming its canvass tomorrow at 2 p.m.,” Comelec Commission Secretary Consuelo Diola said. “For today, we will be expecting Cotabato City Chairman to arrive this afternoon.”
Diola noted that the certificate of canvass from Cotabato City might arrive at the Comelec headquarters in Intramuros, Manila around 4 p.m.

The certificate of canvass is for the Bangsamoro Organic Law (BOL) plebiscite held in some areas in Mindanao last Monday.

She stressed that there was no delay in the arrival of other certificates as it is a “normal” scenario for manual canvassing of votes.
“We have as yet no report on the matter, but I think there’s really actually no delay,” she said when asked what could be the cause of the delay.
“It’s just a matter of the regular force of manual canvass. So we don’t think that’s a delay. It’s just normal,” Diola added. /ee
