MANILA, Philippines?(UPDATE) Three more members of the minority bloc in the House of Representatives endorsed the impeachment complaint against Ombudsman Merceditas Gutierrez, after Tuesday?s first hearing on the complaint.
Representatives Teofisto Guingona III of Bukidnon, and Joel Villanueva and Cinchona Cruz-Gonzales of the party-list Citizens Battle Against Corruption (Cibac) said they were spurred to support the complaint following the chaos that ensued over the adjournment of the hearing.
They said the incident sullied anew the integrity of the chamber.
?We are disgusted and disturbed (by what happened). Huwag naman sana nilang guluhin ang (They should not have messed with) due process,? Gonzales said in a news conference after the hearing.
Guingona said they are endorsing the complaint because they believe in the complaint and ?as a manifestation of our disgust? to the proceedings.
Villanueva described the proceedings as ?overkill.? He said that this was the first time he heard of the requirement of an absolute majority in the voting to determine sufficiency in form of the impeachment complaint.
?Pitong taon na ako sa Congress (I?ve been in Congress seven years) and this is my seventh impeachment proceeding, ngayon ko lang narinig ang bagong pahayag ng liderato na may tinatawag na (this is the first time I heard the leadership?s new statement on the so-called) absolute majority,? he said.
The endorsement of Guingona, Villanueva, and Gonzales brings to 10 the number of lawmakers who have endorsed Gutierrez?s impeachment.
The seven who have earlier done so are Reps. Risa Hontiveros and Walden Bello of Akbayan, Satur Ocampo and Teodoro Casino of Bayan Muna, Liza Maza and Luz Ilagan of Gabriela, and Rafael Mariano of Anakpawis.
Hontiveros said seven more members of the majority have vowed to endorse it.
Maza also expressed on Tuesday concern that the impeachment complaint against Gutierrez would go the way of the dismissed impeachment cases against President Gloria Macapagal-Arroyo.
Maza, during the first hearing of the complaint, noted that First Gentleman Jose Miguel Arroyo had advised Gutierrez's critics to leave her alone after the complaint was filed.
?When this impeachment complaint was filed, the First Gentleman readily said, advised his critics to leave her alone, and some have interpreted this as a marching order to administration allies. I'd like to know the opinion of the chair if this pronouncement of the First Gentleman ... will influence the proceedings,? Maza said.
Committee on Justice chairman Matias Defensor replied that regularity on the part of the committee members should be presumed and that he does not consider the First Gentleman's statements as a marching order.
Defensor also said lawmakers have to respect each other?s opinions without ascribing ill motive on their colleagues' part.
