CSC offers help to tenured non-plantilla gov’t workers to pass CSE
MANILA, Philippines — The Civil Service Commission (CSC) on Thursday announced that qualified non-plantilla government workers may apply for a grant that would give them additional points to pass the Civil Service Exam (CSE).
The CSE is a test conducted by the CSC that serves as a prerequisite to those seeking to pursue plantilla positions in civil service.
Examinees need to achieve a score of 80 percent to pass.

But according to CSC chair Karlo Nograles, non-plantilla government workers with at least 10 years in service may apply to the commission’s Career Service Eligibility – Preference Rating (CSE-PR) to gain a maximum of 10 points, should they score within the failed rating range of 70 to 79.99 percent.
Article continues after this advertisementThis came after President Ferdinand Marcos Jr. directed the Department of Budget and Management, the Department of the Interior and Local Government, the Commission on Audit, and the CSC to boost the skills and capabilities of the contract of service (COS) and job order (JO) workers.
Article continues after this advertisement“The CSC recognizes that many dedicated government employees, who have played a pivotal role in delivering public service over the years, do not possess the necessary civil service eligibility,” said Nograles.
“Following the President’s directive, the CSC shall assist these qualified workers in various government agencies in their application for CSE-PR, enabling them to pursue plantilla positions,” added Chairperson Nograles,” he added.

Nograles said the CSE-PR covers eligible workers for JOCOSC6 employees —JO, COS, Casual, Contractual, and Coterminous— employees holding Category III and Category IV positions, and Career service employees with first-level eligibility.
To qualify, applicants must have accumulated a minimum of 10 years of service in the government as JOCOSC6, along with a performance rating of at least Very Satisfactory or its equivalent in the two most recent rating periods before the application date for eligibility.
Meanwhile, those interested in availing of the CSE-PR must have applied for and taken the scheduled CSE from March 3, 2024, at either Professional or Subprofessional levels and obtained a failing general rating not lower than 70.00.
