The complainant said Sansan did not give him an official receipt for the payment on Nov. 25, 2009.

Although the complainant lacked requirements in order to secure what he wanted, Sansan said she released the document to the complainant for “humanitarian considerations.”

Sansan, an administrative aide at the Office of the Register of Deeds in Lapu-Lapu, said no official receipt was released since the cashier, who keeps the receipt, was not around at the time.

Graft investigation and prosecution officer Sarah Vergara said Sansan should not have agreed to the documents had she been mindful of her responsibilities./REPORTER ADOR VINCENT S. MAYOL
