MANILA, Philippines — Rains are expected to usher in President Benigno Aquino III’s second state of the nation address as a low pressure area was forecast to affect parts of the country, the state-run weather bureau said Monday morning.

In its latest weather forecast issued at 5AM, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said that the weather disturbance was seen 360 km East Northeast of Borongan, Eastern Samar and was embedded along the Intertropical Convergence Zone (ITCZ).

Southern Luzon, Visayas and Mindanao will experience cloudy skies with scattered rainshowers and thunderstorms, Pagasa said. Rains will become widespread over the eastern sections of Visayas and Southern Luzon which may trigger flashfloods and landslides, it added.

“Light to moderate winds blowing from the Southwest to Northwest will prevail over Northern and Central Luzon and coming from the Southwest to West over the rest of the country. The coastal waters throughout the archipelago will be slight to moderate,” Pagasa added.

Aquino is set to deliver his SONA at the Batasang Pambansa Monday afternoon. Various militant groups are expected to hold rallies in response to the President’s speech.
