PNP to monitor 4 Chinese drug lords released from jail for good conduct
MANILA, Philippines – The Philippine National Police (PNP) will still monitor the activities of four Chinese drug lords released from jail since June after reportedly benefiting from the Good Conduct Time Allowance (GCTA) which shortened their prison sentences.
“Part po yan ng ating intelligence monitoring dahil alam naman natin na itong mga ito ay former drug traders,” PNP chief Gen. Oscar Albayalde said in a chance interview during the 118th Police Service Anniversary at Camp Olivas in San Fernando City, Pampanga.

In explaining this move, Albayalde said some drug lords still managed to run their illegal drug trade while behind bars and that they would be able to resume operations once released.
“What more kung nasa labas ‘yan (what more if they are released?) We have to monitor these people,” he said.
Albayalde said that if drug lords were freed according to Republic Act 10592 which mandates the implementation of the GCTA, the PNP cannot do anything to stop their release.
“But if merong bigayan diyan, sinasabi na nga ni Sen. Lacson, then hindi po tama ‘yun (But if there was bribery involved, like what Sen. Lacson said, then it is not right),” he added.
It was Sen. Panfilo Lacson who first revealed that four Chinese drug convicts – Chan Chit Yue, Kin San Ho, Ching Che, and Wu Hing Sum – were released from the New Bilibid Prison, supposedly for showing good conduct while serving jail time.

The Bureau of Immigration had confirmed that the four Chinese nationals were released from jail and are now under their custody for deportation. /muf
