MANILA, Philippines — President Rodrigo Duterte will not submit the government’s 2020 national budget today, July 22, opening of the 18th Congress and the day the Chief Executive is set to deliver his fourth State of the Nation Address (Sona).

“Not today. We plan to submit NEP (National Expenditure Program) maybe in a week or two,” Cabinet Secretary Karlo Nograles told INQUIRER.net in a text message on Monday.

Last year, Duterte transmitted the 2019 budget to Congress on the day he delivered his third Sona.

Under the Constitution, the executive branch has 30 days after the Sona to submit the NEP to Congress. /kga
