National Bureau of Investigation (NBI) Deputy Director Rafael Ragos has executed a supplemental affidavit stating that he delivered money more than twice to then Justice Secretary, now Senator Leila De Lima and her driver Ronnie Dayan, Justice Secretary Vitaliano Aguirre II said Wednesday.
Ragos earlier testified in Congress that there were two instances that he delivered P5-million to De Lima’s house.
It occurred, he said while he was the officer-in-charge of the Bureau of Corrections (BuCor). One of the penal institutions under BuCor is the New Bilibid Prison (NBP), subject of the House Committee on Justice’s investigation on how illegal drug proliferated in the area.

“Nag execute sya [Ragos] ng supplemental affidavit na nage-enumerate ng instances na hindi lang dalawang beses syang nagdeliver ng pera. Sinabi nya sa kanyang supplemental affidavit na ilang beses syang nagdeliver ng pera kay Ronnie Dayan,” Aguirre said.
(Ragos executed a supplemental affidavit that enumerates the instances when he delivered money, which was more than twice. He stated in his affidavit the number of times he delivered money to Ronnie Dayan.)
Aside from Ragos, Aguirre said there are nine more witnesses expected to testify during the Congressional inquiry on Thursday including De Lima’s former aide, Jonelle Sanchez, a police officer and another inmate. CDG
