DOJ mulls issuing lookout bulletin for Manila road rage suspect

The Department of Justice (DOJ) is studying the possibility of issuing an Immigration Lookout Bulletin Order (ILBO) against Army reservist Vhon Martin Tanto who gunned down cyclist Mark Vincent Geralde after a traffic altercation in Quiapo, Manila last Monday.

Justice Secretary Vitaliano Aguirre II said while there was no request for a lookout bulletin order, they could issue it.

“I will talk it over with my undersecretaries,” Aguirre said.

An ILBO is different from a court-issued hold departure order (HDO) since the former only directs the Bureau of Immigration to be on the lookout for the subject and to verify the status of a case against the subject person and not to restrict an individual from leaving the country.

The Manila Police District (MPD)  earlier said that Tanto was being hunted “dead or alive” after he refused to turn himself in within the deadline set by the police.

MPD Director Senior Superintendent Joel Coronel said Tanto is considered “armed and extremely dangerous” and the police are ordered to take extra precaution and use deadly force if necessary.

Tanto was caught on closed-circuit television (CCTV) camera fatally shooting Geralde after the two exchanged punches along P. Casal street in Quiapo at 9:30 p.m. last Monday. Another victim, Rocel Bondoc, a second year student at the Universided de Manila was hit by a stray bullet. Bondoc was hit in the lower back, damaging the kidney and remains in critical condition in an intensive care unit (ICU) of the Mary Chiles Hospital. RAM/rga
