Police have named the driver of a red Hyundai Eon who killed a biker after a road argument in Quiapo, Manila, on Monday night.

Speaking to media, the Manila Police District (MPD) identified the driver as Vhon Tanto, a businessman and a Philippine Army reservist.

Tanto was tagged as the person seen on CCTV footage shooting Mark Vincent Garalde along P. Casal Street.

In the footage that has gone viral on social media, Garalde was shown arguing and fighting with the driver of a Hyundai Eon man before the shooting ensued.

An 18-year-old woman who was passing by was hit by a stray bullet.

Senior Insp. Rommel Anicete, MPD’s homicide division chief, urged Tanto to surrender to the police.

The Army confirmed that Tanto was a reservist but denied issuing him a service firearm.
