Sen. Gringo Honasan: Yun ang sinasabi ko kanina pa. Saan ito- mga seryosong isyu ito ah: PDAF, DAP, Korupsyon. Saan ito dedesisyonan? Sa ganitong sitwasyon ba o sa tamang korte? Ano ang nangyare sa Bill of Rights? Hindi ako abogado, no person shall be deprived of life, liberty and property without due process of law. Sa tamang panahon, tamang sitwason, tamag korte.

Sen. Antonio Trillanes: Sir Greg, with all due respect but I would have to disagree kasi yan po ang linya ni VP Binay palagi. Ganito po yan- In my case, ako po ay piangimbistiga. Ako po ay imbistigador. Tiningnan-Nakita ko po yung mga dokumento at sa aking paniniwala, si VP Binay ay nangurakot. Nobody can change that kasi yan po ang aking paniniwala. And I have that right also to say that dahil nakita ko mismo. Nainterview ko mga testigo at nakita ko yung mga dokumento.

Sen. Gringo Honasan: No- Pinky, no. Pia. Not on behalf of the VP but as a matter of principle. In 1986, lumabas ako sa systema dahil hindi sinusunod yung batas. 20 years ago, bumalik ako. So sinasabi natin ngayon, mali ako. Mali na hindi susundin yung batas, hindi na susundin yung rules. So, the prevailing rule is no rules, is this what we’re going to tell the rebels who took up arms and went outside the law?

Cong. Leni Robredo: Yung sakin lang po, binangit kasi ni Sen. Chiz na yung essence ng korupsyon ang diskresyon. Dapat tinatangal yung diskresyon sa aming mga public officials para hindi- hindi nagkakaruon ng malaking puwang para sa korupsyon. Kaya yung tanong ko po, napakatangal niya nag congressman., napakatagal niya pong nag senador- nakinabang sa PDAF. Yung PDAF po ay diskresyon. Ano po nagawa niya para matangal yung diskresyon?
Pinky Webb: Sen. Chiz Escudero, go ahead Sir.
Sen. Chiz Escudero: Ako po and Finance Committee Chairman ng Senado na nagpatupad ng pasya at desisyon ng Korte Suprema na nag abolish sa PDAF. In fact, sinulat namin sa GAA mismo yung eksaktong mga salita at pangungusap sadesisyon ng korte sa kaunaunahang General Appropriations Act na nagbawal sa PDAF. Chairman po ako ng Committee of Finance sa Senado na gumawa nun.

Cong. Leni Robredo: Kahit kami Congreso pinasa po yung GAA, andun din po yun. Pero hindi po yun yung tanong ko, napaka tagal niyang Congressman, yung PDAF tinangal ngayon lang pong term namin. Ano po yung ginawa niya dati para maiwasan yung diskresyon.

Sen. Chiz Escudero: Alam niyo po 9 na taon pong walang PDAF sa ilalim ng Administrasyion ni Panguolong Arroyo dahil ang pinaglaban ko ang katotohanan at ang kalayaan n gating halalan. Ni hindo siguro ang PDAF dahil sa mahabang panahon na ako’y Congresista, wala pong narelease sakin na PDAF sa ilalim ng administrasyon ni Pangulong Aroryo.
