Binay Sona: Abad is ‘budget scam mastermind’
VICE President Jejomar Binay called Budget Secretary Florencio “Butch” Abad the “budget scam mastermind” of the Aquino administration.
During his version of State of the Nation Address (Sona) at the Cavite State University in Indang, Cavite, Binay said the administration seemed to be overlooking the role of Abad in his savings impounding mechanism called Disbursement Acceleration Program (DAP), portions of which were declared unconstitutional by the Supreme Court.
Binay said not a single centavo in the projects under DAP, touted as an economic stimulus package, directly benefited the common masses.
“Malinaw na ang DAP ay paghahalintulad sa pagwawaldas ng pondo ng bayan sa ating kasaysayan. Ito rin ay lantarang pagsusuway sa ating Saligang-Batas,” Binay said.
“Kung nangyari sa nakaraang administrasyon, siguradong hihiyaw na sila na dapat usigin at ipakulong ang pasimuno. Ngunit sa Daang Matuwid, iba ang trato sa kalaban sa pulitika, sa kapartido at kaalyado. Wika nga ng paboritong blogger ng administrasyon, ‘I’ve got your back,’ kaya naman untouchable and budget scam mastermind ng administrasyon,” he added.
