Pangilinan was the only one who was not endorsed for plenary approval by the CA’s committee on national defense after Senate Majority Leader Alan Peter Cayetano moved to defer in May any actions on his appointment pending questions on the Mamasapano operation.

Cayetano made it clear though that he was not objecting to Pangilinan’s appointment.

It was Pangilinan who reportedly got a request for artillery support while the Special Action Force (SAF) troops were under fire by enemies during the Jan. 25 Mamasapano operation. The incident left 44 SAF men dead.
