MANILA, Philippines—The burden of proof lies with those claiming that the list of Disbursement Acceleration Program (DAP) was sanitized, Malacañang said Thursday.

“Being the lawyer that I am…the burden is on them to prove that it is sanitized,” Deputy Presidential Spokesperson Abigail Valte said during a Palace briefing.

“Let us go down and drill with data that would support your assumption that it is sanitized,” she added.

The Palace official was reacting to criticism that the list submitted by the Department of Budget and Management (DBM) to Congress was tampered with.

United Nationalist Alliance secretary general Toby Tiangco said there were “many blanks and missing details.”

But the Department of Budget and Management said the latest list released was already exhaustive.

“The list was designed to be as exhaustive as possible, given the sheer bulk of the information we were dealing with. We need to be very transparent with information like this so that the public can demand greater accountability from the government,” DBM Chief Information Officer Richard E. Moya had said.
