GCG: GOCCs should address COA report

MANILA, Philippines – Following reports that 31 government-owned and controlled corporations (GOCCs) released P2.3-billion worth of bonuses and allowances without proper authority, the Governance Commission for GOCCs (GCG) on Wednesday ordered the corporations to address the issue and implement concrete plans.

“Although no final notice of disallowance has yet been issued against the GOCCs mentioned in the report, GCG required all GOCCs in their 2013 Performance Agreements to submit concrete and time-bound action plans for addressing observations from the COA (Commission on Audit),” a statement issued to media said.

The Philippine Daily Inquirer on Wednesday reported that COA ordered the GOCCs to return P2.313 billion worth of bonuses and allowance because these were “without or in excess of legal basis or proper authority.”

The GCG said this will be done pending the evaluation of the COA and the courts on whether a Notice of Disallowance will be issued.

“Nonetheless, by virtue of the PDI news item, all the GOCCs mentioned have been directed to submit to the GCG a concrete response and reply thereto within the next 24 hours,” it said.

A final response and evaluation by the GCG will also be issued in a few days.

The GCG, however, pointed out that “the amounts in the report cover various items that were already being granted without legal basis prior to the Aquino administration.”
