Ombud suspends Mandaue bookkeeper

AN employee of the Mandaue City Treasurer’s Office was meted a one-month suspension without pay for failing to liquidate P180,000 in cash advances on time.

The Office of the Ombudsman in the Visayas found Jim Balansag, a bookkeeper of the City Treasurer’s Office, guilty of misconduct.

In 2004, state auditors discovered that Balansag had outstanding cash advances of P180,000, which he failed to settle despite several demands.

In his counter-affidavit, Balansag said he was requested to make cash advances for the development and planning of ornamental plants at the Marcelo Fernan Bridge mini-park.

Balansag managed to submit a liquidation report but a case was already filed with the anti-graft office. REPORTER ADOR VINCENT S. MAYOL
