We assure the public that bidding for the Light Rail Transit (LRT) 1 extension project will be transparent and qualified bidders are now prepared to submit their bid [proposals]. If there will be no any legal constraints, this project will be completed before the term of the President ends. —Transportation Secretary Joseph Emilio Abaya on the project which will link Metro Manila to Cavite province.
