/ 12:54 AM November 13, 2012

Villagers found the beheaded body of barangay (village) chairman Ely Oguis in remote Barangay Cabaloaon in Guinobatan town on Monday, said Bicol police spokesperson Supt. Renato Bataller.

Oguis was found at around 6:30 a.m. in Purok 6, Sitio Patbotan in Cabaloaon, said Bataller, quoting a report of Army Maj. Narsan Obuyes of the 2nd Infantry Battalion to the police.

“The victim was reportedly killed because of his failure to give in to the extortion demands of the [communist] rebels operating in the area,” Bataller said.

The body also bore signs of torture. Mar Arguelles, Inquirer Southern Luzon
