Former Senator Tecla San Andres, the first woman to top the bar examinations in the country, was admitted to the Roll of Attorneys on Oct. 13, 1930. A Liberal Arts graduate from the University of the Philippines, she also topped the civil service examination for lawyers in 1937.—Schatzi Quodala, Inquirer Research
