Senator Sotto proposes ‘character change’ instead of Charter change

MANILA, Philippines—Senate majority leader Vicente “Tito” Sotto III on Monday proposed piece-meal amendments to the Constitution instead of Charter change.

Speaking to reporters shortly before the opening of the Senate’s third regular session on Monday, Sotto said he thinks Cha-cha will not be a priority of Congress.

“I would like to propose a piece-meal, not Cha-cha, but piece-meal amendments of the constitution if there are really important provisions of the constitution that need to be amended,” Sotto said.

He added he is pushing for “Character Change” adding that “that is what we need.”

Nevertheless, Sotto said that having piece-meal amendments is already provided for in the Constitution. He added each amendment will be similar to a passing of a bill but it will be subjected to a plebiscite.
