MANILA, Philippines — The Bases Conversion and Development Authority (BCDA) and the local government of Capas, Tarlac, have agreed to pursue consultations to ensure a “balanced and responsible approach” to the Pax Silica initiative.

Citing a statement from the BCDA, Palace press officer Claire Castro confirmed that both parties met to continue discussions on the vision for the proposed Pax Silica project ecosystem in New Clark City.

“BCDA and the Capas LGU also agreed to continuously pursue joint activities to engage barangays and local communities, provide updates as plans progress, and help residents better understand the proposed development and its potential benefits for Capas,” the agency’s statement said, as read by Castro.

“Moving forward, BCDA and the Capas LGU will continue working closely in conducting community consultations and promoting a balanced and responsible approach to the project’s development, ensuring that its benefits translate into lasting opportunities for Capaseños,” it also read.

During the meeting, Castro said the BCDA outlined how Pax Silica could attract advanced industries and high-value investments to New Clark City.

The BCDA also explained that the project is expected to create quality jobs and open new opportunities for local businesses.

Moreover, Castro said the state-run firm presented plans for modern agriculture projects and livelihood initiatives “that will benefit local residents and farmers within New Clark City.”

“The municipal government of Capas expressed its appreciation for BCDA plans and welcomed the innovation hubs potential to generate long-term economic opportunities and improve the lives of Capaseños through sustainable and inclusive development,” the statement read.

Meanwhile, Castro also responded to the petition filed by groups Bayan and the International League of People’s Struggle calling for the suspension of the project.

“Perhaps it would be better if they were given the correct information about what Pax Silica is going to do and how it can benefit our country. Because what we are seeing right now is that there is a lot of negative information being shown on social media,” she said.
