MANILA, Philippines — A total of 2,102 inmates — or persons deprived of liberty (PDLs) — cast their votes in the barangay and Sangguniang Kabataan elections on Monday, according to a statement issued by the Bureau of Corrections (Bucor).
In a statement, the bureau said that 817 out of 880 registered PDL voters at the New Bilibid Prison in Muntinlupa were able to cast their ballots at the Inmate Visitation Services Unit in the Maximum Security Compound.
The voter turnout was almost 90 percent, with 817 out of 880 registered PDL voters casting their ballots. The breakdown of voters is as follows:
- 763 — Maximum Security Compound
- 49 — Medium Security Compound
- 5 — Minimum Security Compound
The bureau said that the NBP ballots were sent to Poblacion Elementary School in Muntinlupa for the official counting and canvassing of votes.

Simultaneous voting was also held in other BuCor facilities:
- 527 — Davao Prison and Penal Farm
- 277 — Correctional Institution for Women
- 266 — Leyte Regional Prison
- 157 — San Ramon Prison and Penal Farm
- 58 — Iwahig Prison and Penal Farm
According to BuCor, the following are the PDLs qualified to vote:
- those confined in a facility who are formally charged for any crime and awaiting or undergoing trial
- those serving a prison term of less than a year
- those whose conviction is on appeal
