Investigators said the van carrying nine passengers overtook another vehicle and occupied the opposite lane, which resulted in the collision.

Police Staff Sergeant Dennis Dulay, the case investigator, said Marivalles escaped after the collision.

“His co-driver identified him,” Dulay said in a phone interview.

Both parties were working out an amicable settlement, the police said.

The victims were the 10th fatality in motorcycle-related accidents in Quezon since July 29.

The report stated that both riders were wearing crash helmets for protection as mandated under the Motorcycle Helmet Act of 2009.
