Ramos example cited
PANGASINAN—Gov. Amado Espino Jr. has urged President Benigno Aquino to study the exercise of emergency powers to solve the power crisis in Mindanao and prepare for the power supply needs of Luzon and the Visayas.
In a statement, Espino cited the success of former President Fidel Ramos in solving the eight- to 12-hour brownouts in Metro Manila after being granted emergency powers by Congress.
“President Ramos was willingly granted emergency power. By Christmas, in December 2003, the power problem was solved,” said Espino. Inquirer Northern Luzon
