When the Inquirer visited the registration site, hundreds were lining up and the crowd was spilling into the corridors of the mall outside of the rooms assigned for the actual registration.

Tapia said when the registration started last December 12, only a handful of people went to the site. They could not even fill the rooms assigned to them inside the mall.
