Look Through: A stray dog’s second chance at life

Animal advocates came to the rescue of a dog found with a knife pierced through its head in Cebu City recently. Responding to cases like this, along with thousands more of abandoned, neglected, and abused dogs, became the life-long mission of individuals and groups that are trying to make a difference.
