ORMOC CITY, Leyte, Philippines — An American who is facing charges of reckless imprudence resulting in homicide was arrested by police officers on Tuesday, Aug. 30, in Almeria town, Biliran.
Scott Robert Franzen, 61, was the subject of an arrest warrant issued by Judge Luz Navarrete of the Regional Trial Court Branch 16 in Naval, Biliran.
Bail was set at P60,000, said Lt. Edwin Simbajon, chief of the Almeria Municipal Police Station.
The charges against the accused stemmed from a vehicular incident on the National Highway in Barangay Antipolo in Naval, Biliran on Aug. 18, 2021.
The incident resulted in the death of Ceferino Mangaporo who was driving a tricycle that was hit by a car driven by Franzen.
Mangaporo was declared dead on arrival by the attending physician at the Biliran Provincial Hospital.
A witness told police that the accused first came out of his car but eventually fled.
