PPCRV count yields 98.73% match rate on more than 65,000 encoded ERs
MANILA, Philippines — Parallel vote counting by the Parish Pastoral Council for Responsible Voting (PPCRV) has so far produced a 98.73 percent match rate, the poll watchdog said Thursday.
The PPCRV has been validating the results of the May 9 national and local elections using the physical copies of election returns (ERs) and checking them against the numbers coming out of the transparency servers of the Commission on Elections. As of May 19, the PPCRV has encoded figures from 65,171 ERs.
According to PPCRV Director for Youth Affairs Jude Liao, 64,341 of the total encoded ERs matched with the electronically transmitted results from Comelec’s transparency server.
A total of 830 ERs did not match, but were tagged as follows: 105 ERs have not yet been compared but will be included in the next batch of processing or matching while 341 ERs may no longer be matched as they do not have electronically transmitted counterparts.
“This is primarily due to the failure of some VCMs to transmit,” explained Liao in a briefing on Thursday.

Article continues after this advertisementWhen asked how much of the total ERs is the PPCRV targeting to validate, Liao said they continue to hope they will reach 100 percent.
“But last 2019 we got 88 percent ERs received basically, so hopefully ma-reach pa rin ‘yung target na ‘yon (we can still reach that target of) at least 88 percent but if we get more, that would be very much appreciated,” he added.
He then reiterated that no discrepancies have been found yet during the validation of the ERs.
The PPCRV’s operation at the University of Santo Tomas’ Quadricentennial Pavilion is scheduled to stop on Friday, May 20.
