OAS, Albay, Philippines — Manila Mayor Francisco “Isko Moreno” Domagoso on Tuesday said President Rodrigo Duterte should not be blamed for the country’s current state of affairs, describing his presidency as imperfect but better than his predecessors.

“The problem today is not his doing alone. It’s because of this pandemic,” the Aksyon Demokratiko standard-bearer told reporters here, noting that: “Our economy did improve before the pandemic, and that’s the truth. In fairness, we have to give it to [Duterte].”

Domagoso told reporters he considered Duterte’s administration to be flawed but an improvement on his predecessors.

“It’s not a perfect presidency, in fact, any president for that matter, and there’s no perfect situation … [But] I think it’s better, in all fairness,” he said.

Only moments earlier, the mayor was singing a different tune as he addressed residents of this farming town an hour’s drive from Legazpi City, the last of his three-day tour of Bicol Region.
