Muntinlupa was converted from a municipality to a highly urbanized city through Republic Act No. 7926 which was signed by former President Fidel V. Ramos on March 1, 1995. The conversion of the city was confirmed as a result of a plebiscite held on May 8, 1995. Schatzi Quodala, Inquirer Research
