BSP, Comelec agree on safekeeping of source code
MANILA, Philippines — The Bangko Sentral ng Pilipinas (BSP) expressed readiness to again receive the source code or computer program that will be used to run the automated election system (AES) for the 2022 national and local polls.
On Monday, the BSP signed with the Commission on Elections (Comelec) an agreement for a repeat of the process that the two parties have done for the previous four elections — in 2010, 2013, 2016 and 2019.
BSP Governor Benjamin Diokno noted that under Republic Act No. 9369 of 2007, the law that authorizes the Comelec to use an AES instead of a manual system of counting votes, the Comelec is mandated to place in escrow the AES source codes at BSP for safekeeping.
The law’s intention is to ensure free, orderly, honest, peaceful, credible, and informed elections.
