MANILA, Philippines — Former Philippine National Police (PNP) chief Guillermo Eleazar, now a senatorial aspirant in the 2022 elections, admitted on Sunday that while he has yet to craft his legislative agenda, he will be focusing more on peace and order.

Eleazar will be running with the tandem of Senator Panfilo Lacson and Senate President Vicente Sotto III. He substituted for media practitioner Paolo Capino and will run under the Partido Reporma party.

“Unang-una, gaya ng sabi ko nga, it was only a few days ago when I decided, with the blessing of my family, na tumakbo. Kaya wala pa pong kumpletong sinasabi nating mga legislative agenda. But I can say, this will be related to peace and order in relation to social reforms,” Eleazar said during the Lacson-Sotto press conference in Pampanga.

(First, as I said, it was only a few days ago when I decided, with the blessing of my family, to run. So, we do not have a complete legislative agenda yet. But I can say, this will be related to peace and order in relation to social reforms.)

According to the former PNP chief, the country’s information technology could improve the police’s frontline services, among others.

“Unang-una, nakikita ko rin sa mga panahong nakaraan, itong paggamit ng ating state-of-the-art information technology para on the side of the people, itong makapagbigay sila kaagad ng kanilang hinaing and on the side of the police for monitoring para madaling maaksyunan itong mga complaints na naandyan,” he explained.

(First, I saw that the use of our state-of-the-art information technology on the side of the people allows them to immediately complain and on the side of the police for monitoring to act on the complaints quickly.)

“Nakita natin na pwedeng i-interconnect ang lahat ng mga ‘yan para lalo pang ma-improve natin ang police frontline services sa pagpapalakas ng ating investigative capabilities as well as pag-streamline o improvement ng ating mga police processes para sa serbisyo sa ating bayan,” he added.

(We saw that those could be interconnected to improve the police’s frontline services to strengthen investigative capabilities as well as streamline or improve our police processes to serve the public.)

Eleazar likewise sought to enhance the police force’s discipline, among other issues.

“At unang-una nakikita natin ang hamon na pinagdaraanan ng ating mga kapulisan with regard to discipline as well as  iba pang mga bagay na nakita ko na being part of the PNP eh maaaring ma-enhance itong mga ito, ang disiplina ng ating mga kapulisan,” he pointed out.

(First, we saw the challenge of our police personnel with regard to discipline as well as other things that I have observed being part of the PNP.)

“Being part of the organization for so long a time, we can have this connected with other social problems of the country na pwedeng makatulong kung sakali man mabigyan ng pagkakataon na manungkulan bilang isang senador ng ating bansa (that could help, should I be given the chance to serve as a senator of the country),” said Eleazar.

Eleazar will file his certificate of candidacy on Monday, November 15, the deadline for candidate substitution.
