MANILA, Philippines — A barangay tanod (village watchman) shot a scavenger dead in Tondo, Manila on Saturday just a day after the enhanced community quarantine (ECQ) was implemented over the entire Metro Manila.

Police identified the suspect as Cesar Panlaqui, 55, a resident of Tondo, Manila

According to a report from the Manila Police District (MPD), two police officers from the Quezon City Criminal Investigation and Detection Group were crossing Tayuman Street when they heard a gunshot.

Responding to the scene, the police officers discovered the body of scavenger Eduardo Geñoga.

Initial investigation by MPD Station 7 revealed that Geñoga is suffering from a mental condition.

Information from witnesses later led to Panlaqui’s arrest on Sunday. Police also seized a revolver of unknown caliber and without serial numbers from the suspect.

The motive for the shooting is still being investigated by the MPD.

“The MPD under the leadership of PBGen Leo Francisco will continue its relentless campaign against all forms of criminalities and protect human lives regardless of their status in society,” the MPD report said.

The entire National Capital Region is now under ECQ, the strictest quarantine measure, from August 6 to 20 due to the rising cases of the more transmissible COVID-19 Delta variant in the region.
